The arbitrator has the option of combining like cases into a single case. Each of your hypothetical 10,000 plaintiffs will have to file a dispute filing fee, and potentially a good-faith bond that they might forfeit if their claim was later judged to be frivolous or abusive.

So, this scheme might just impoverish the attacker and enrich the target.
